Abstract
China’s rural basic education is facing the decline of software and hardware construction
lack of excellent teachers
irrational age and disciplinary structure
serious loss
and the decline of education scale. Compared with cities
the unfairness of rural basic education in the process of enrollment and education has become an indisputable fact. The imbalance of educational resources allocation between urban and rural areas is the chief culprit. The provincial-level local government will coordinate the development of basic education
optimize the basic education resource allocation system and mechanism
establish the equal pay system for urban and rural peers
unify the software and hardware for urban and rural schools
implement the urban and rural counterpart support plan
improve the teacher growth and development system
and establish and improve the basic education development assessment. The evaluation of long-term mechanisms is a long-term solution to promote the fairness and prosperity of rural basic education.
