The establishment of China Pilot Free Trade Zones (FTZ) is a great im- portant measure for China to push ahead with the new round of reform and opening up. There exist some common characteristics in objectives

positioning and tasks between Chongqing Pilot FTZ and Shanghai Pilot FTZ. However

in comparison to Shanghai

Chongqing Pilot FTZ has obvious heterogeneity in its own operation ba- sis

endowment conditions and functional positioning. On the basis of reviewing free trade theory and the concept of FTZ

the study analyzes the differences be- tween Chongqing and Shanghai Pilot FTZ

then puts forward the advantages of Chongqing Pilot FTZ. The main findings are as follows. First

The emphasis of Shanghai FTZ originality and development are more globalization

integrity and leading guidance

while Chongqing is more rationality and functionality. Second

In spite of the basic conditions are weaker than Shanghai

the unique regional advantage of Chongqing FTZ is that Chongqing is located at the junction of the Belt and Road initiative and the Yangtze River Economic Belt

and at the railway ports. Based on its objectives
