In the era of globalization
the focus of social policy research has shifted from the traditional issues of industrial relations and state-market relations to global social pol- icy beyond the national boundaries. This study will review the process of this transition and explore the logical ground for shaping out a subject area of global social policy. It will present a number of reasons for the integration of welfare states in the developed countries with development studies concerning with people ’ s well-being in the develop- ing countries. The themes under debate in the global context also engage with the new is- sues of world development such as the ideals of inclusive development and sustainable growth
revealing the dynamic forces behind
that generate these ideals. Within this con- text
this study assesses the conditions of development for global social policy as one of the basic dimension of global governess.

Some countries adopted protectionism and havestarted to withdraw from international organizations, whereas some countries are nolonger in the interest of international organizations to comply with their own inter-ests, and criticize participation in international organizations. These anti-globaliza-tion thoughts and actions may undermine the basis of public opinions toward glob-alization to a certain extent. On the other hand, we also observe the increased sig-nificance of international organizations in the operation of global governance, to-gether with local NGO s activities, and this situation creates a global and local plu-ralism for the actions of global issues. Still, we observe the challenge and risk tohuman society faced with a number of reasons, ranged from social disasters, liferisk and environmental challenges, Therefore, the global governance with socialpolicy measures become necessary and inevitable.Thus, this study explains some reasons for the formulation and extension of aresearch subjects areas of the global social policy and its associated social and his-torical backgrounds. In this context the study also elaborates the key contents of theglobal social policy and its major development task, in relation to the social workactions. This development indicates the change of policy focus from the nationalgovernance to the international governance (regional coordination) and global gov-ernance. It accents the policy agenda of this global governance and its major princi-ples, and then prospect the general direction of social development in contemporaryworld. The work also emphasizes on the difference of this global social policy withtraditional ideas of social policymaking and concentrates on the power of socialclasses or the sovereign states.
