In 2011

“Education and Cultivation Plan of Excellent Legal Talents” was proposed by the state

which opened the new situation that the education department and employment department jointly cultivates the applied

compound legal talents. In 2017

in order to meet the challenge of higher engineering education in the new era

the Education Ministry proposed a strategy of “new engineering”. Full English general education is to make use of the humanistic path in the construction of “new engineering”

supplement the shortcomings of the traditional engineering education focusing on scientific paradigms and technological paradigms

strengthen the role of Humanities and Social Sciences in higher education

and cultivate the harmonious personality and comprehensive ability of engineering legal students

which makes them have a global vision and civic awareness. At the same time

full English general education had become new direction of national college English education reform. This paper believes that the construction of full English humanities general curriculum system is a powerful strength point for cultivating compound engineering legal talents under the background of “new engineering”

which can achieve multiple targets of enhancing the students’ English skills

humanistic quality and the legal profession abilities.
