摘要

Abstract

Acemoglu and Robinson's "inclusiveness-absorptive" institutional dichotomy

a core comparative political economy paradigm

faces theoretical dilemmas explaining sustained growth of East Asian economies like China. This stems from its static

adversarial view neglecting dynamicstate-market interaction. We propose "development synergy"—a meso-level concept where development-oriented state power forms strategic synergy with market entities via goal setting

resource mobilization

and adaptive learning to drive industrial upgrading. Using China's new energy vehicle industry as a case

we demonstrate the "goal-resource-learning" mechanism. This study adds the "synergy" dimension to enrich explanations for China's practices and latecomer development paths.
