摘要

Abstract

At present

the construction of a community of destiny for water resources in the Lancang Basin is characterized by such practical difficulties as the inadequacy of the existing transboundary risk response mechanisms in the basin

the different policy orientations towards water resources among countries

the differences in the content of the governance of water resources among countries

the hegemonic competition among large countries outside the basin for the discourse on water resources

the lagging development of the existing governance mechanisms for transboundary risk response

and the varying risk response capacities of the Lancang Basin countries. Based on this

the construction of a water resources community of destiny can be promoted by exploring a synergistic governance paradigm in which the governance subject can be open-sourced

the governance object can be symbiotic

the governance content can be diversified

the governance process can be sustainable

the governance means can be diversified

and the governance results can be shared

so as to contribute to the construction of a closer Lancang community of destiny and contribute to the wisdom and strength of the Lancang countries.
