摘要

Abstract

This article explores the governance of authorized public data operations

identifying key challenges including limited multi-stakeholder engagement

imbalanced allocation of governance resources

and the instability of governance structures. These challenges stem from a weak foundation of stakeholder power

insufficient self-regulatory capacity

and an alienation of meta-governance mechanisms. Based on new governance theory

this article proposes a governance framework for public-private partnerships that focuses on deepening open governance structures

strengthening interactive governance norms

and implementing checks and balances in the allocation of power and responsibilities. Its goal is to achieve a dynamic balance between ensuring data security and creating value.
