Social policy is an extremely important academic territory and policy field
but there are still many ambiguities in its basic concept
scope boundary and historical context. This paper tries to clarify the concept
paradigm and framework of social policy along the two development clues of history and theory. Historically
social policy originated in Germany and Britain. In Germany in the mid-19th century
"Forum Socialists" created and developed the concept of social policy with a view to the national economy
and established a far-reaching "Social Policy Association". Britain
under the influence of Fabian's socialist ideological trend
began to discuss the concept of social policy in the middle of the 20th century
and regarded it as one of the important ways to realize progressive social improvement. Theoretically
Anglo-Saxon and German academic circles defined the concept of social policy and defined the scope of disciplines
which prompted them to gradually complete the autonomy and localization of knowledge construction on the basis of comprehensive absorption. Based on the historical and theoretical narration of social policy
this paper constructs the modern social policy theory from three aspects: the mutual aid and gift relationship
the "distinction" and "intervention" relationship between the state and society
and the "double integration" function of society and system. The marginal contribution of this paper is to establish a theoretical dialogue channel between social policy and universal social science theory
and provide a theoretical explanation framework for social policy in a general sense.
