the government's primary policy goals focus on food availability

which includes factors such as food production

international trade capacity

and food reserves. To alleviate concerns about food security

particularly regarding food production and supply guarantees

the national food security guarantee policies can be understood from two perspectives: the provincial governor responsibility system for food security and the full industrial chain guarantee.
