摘要

Abstract

This study identifies key governance challenges in Sichuan's resource-based cities

including fragmented management systems

technological underutilization

talent deficits

and funding constraints

stemming from data silos

ambiguous accountability

weak policy attractiveness

and limited capital mobilization. The research proposes an integrated digital governance framework comprising data-driven decision systems

intelligent monitoring platforms

multi-stakeholder coordination mechanisms

and precision service delivery models. Corresponding implementation strategies emphasize critical infrastructure upgrades

institutional innovation

talent ecosystem development

and digital-industrial integration

collectively enhancing governance precision while facilitating economic transformation in these resource-dependent urban centers.
